Implementation Timelines for Healthcare Providers

Under the HIA, licensed healthcare providers will need to contribute key health information to the National Electronic Health Record (NEHR) and comply with cybersecurity and data security requirements.

The implementation timelines for each type of service are shown below.

For Other HCSA Licensees and Approved Users of NEHR

HCSA licensees not listed in the above table, which include cord blood banking, human tissue banking, emergency ambulance, and medical transport services, are not required to contribute to NEHR, but need to implement the cyber and data security measures by September 2028.

NEHR Connect Grant (NCG)

NCG is a funding support scheme designed to assist eligible healthcare providers in enhancing their existing Health Information Management Systems (HIMS) or adopting a HIA-compliant HIMS. This grant aims to support healthcare providers’ digitalisation journeys and the secure and seamless contribution of health information to the National Electronic Health Record system (NEHR) as required under the HIA.

NCG Grant Quantum

Please refer to the following table for more information on the grant quantum for NCG.

To illustrate the funding that a solo GP practice would likely receive in government grants to onboard NEHR and help meet the HIA cybersecurity and data security measures:

• NCG funding: fixed quantum of $8,400

• EnterpriseSG: estimated quantum of $7,500 based on up to 50% co-funding

• CSA: estimated quantum of $5,800 based on up to 70% co-funding

• Total: approximately $20,000

NCG Application Timeline

Eligibility and Application for NCG

You are eligible for NCG if:

1. You hold a valid licence under the Healthcare Services Act (HCSA) to provide Licensable Healthcare Services (LHS) or a valid retail pharmacy licence under the Health Products Act (HPA),

2. You are required to contribute to NEHR under the Health Information Act (HIA),

3. You are not a government agency or MOHH-owned entity, except for Vanguard Nursing Homes (NH), and

4. You have not previously received similar funding from MOH (such as General Practitioner IT Enablement (GP ITE) Grant and NH IT Funding/Nursing Home IT Enablement Programme (NHELP)) under the same Healthcare Institution (HCI) code.

To apply for NCG:

1. Check Eligibility: Ensure you meet all criteria listed above.

2. Select HIA-compliant HIMS: Compare HIA-compliant HIMS options by reviewing provider features, costs, and support services. Keep a lookout for the list of certified HIMS provider directory linked here ↗ (opens in new tab).

3. Submit Application: Complete and submit your application online through OurSG Grants (OSG) Portal at https://oursggrants.gov.sg ↗ (opens in new tab). [Note: NCG will be available on the portal once application has opened.]

After approval:

• Letter of Award (LOA): Issued upon application approval.

• Complete Implementation: Work with your HIMS provider to start contributing to NEHR.

• Data Quality Monitoring Window: Up to 2 months after the mandatory contribute date, to meet data quality requirements.

• Submission of Finance Documents: Provide required documentation to receive payout.

• Final Payout: Processed within 2 months of meeting all requirements and submission of all required documents.

Cyber/data Security Grants for SMEs

Eligible small and medium enterprises (SMEs) in the healthcare industry may receive support from the Productivity Solutions Grant (PSG) ↗ (opens in new tab). The PSG seeks to help defray the cost of purchasing solutions to meet CS/DS requirements (e.g. firewall, antivirus software) and offers a support amount of up to 50% of the cost of a solution, capped at $30,000. Additionally, eligible SMEs that are also MOH-approved service providers may enjoy co-funding support when signing up for CISOaaS (Chief Information Security Officer as-a-Service) for HIA CS/DS Essentials ↗ (opens in new tab). This grant assists those who need professional help in meeting CS/DS requirements, by subsidising the cost of hiring qualified CS/DS consultants, by up to 70% of the cost of a CS/DS consultancy package. Grants for Community Care Organisations and Social Services Agencies

Note: The Transformation Sustainability Scheme (TSS) (Part C) is applicable only to Community Care Organisations that are Members of the National Council of Social Service (NCSS), and only those who have obtained the Cyber Essentials (CE) mark. TSS replaces the previous Tech-and-GO! Scheme.

CS/DS Service Providers

Healthcare providers seeking assistance with implementing CS/DS measures and meeting compliance requirements can refer to Cybersecurity Agency of Singapore’s (CSA) website ↗ (opens in new tab) for a list of qualified CS/DS service providers ↗ (opens in new tab) offering professional services and implementation support. 

These service providers are qualified by the Cyber Security Agency of Singapore (CSA). They are also required to clearly distinguish between basic packages that meet essential CS/DS requirements versus optional services. It is optional to engage professional services, including their retainer services. Healthcare providers that encounter unethical practices by such service providers can report them to MOH through the HIA Enquiries form ↗ (opens in new tab). 

Note: MOH does not endorse or recommend any particular organisation, individual, product, process, or service set out above, nor can MOH assure the quality of the work of any organisation or individual. Organisations should conduct their own due diligence and exercise judgment in selecting the appropriate CS/DS service provider. For avoidance of doubt, organisations are also free to approach any other CS/DS service providers which are not included in the list, which has only been provided for reference.
